A MINIMUM OF 10 VOLTS IS NOT PRESENT ON TERMINAL #5 OF THE PUMP RELAY WHILE PUSHING THE PUMP RUN SWITCH

The issue is the cable between the master and pump relays or its connection to terminals 3 (master relay) and 5 (pump relay). Make sure the connections are tight and free of corrosion. Fix or replace the cable as necessary.
