Loosen LF jack hose at the manifold. Connection will be under pressure and fluid will come out of connection.

LF jack retracted.
Replace shuttle valve.
Restart test if necessary.

LF jack did not retract.
There is a kinked hose or a bad jack.
Repair and restart test if necessary
